Committee for the Resumption of the Brazilian Nuclear Program

Non-partisan, yet unequivocally committed to the national development project, the CRPN positions itself as a collective space for qualified deliberation and critical confrontation of attempts to denationalize, dismantle, or externally subordinate the Brazilian nuclear sector. As an internal commission of the BRICS Tech Forum, the CRPN intends to operate as a hub of strategic intelligence, integrating the Brazilian nuclear debate into the international dynamics of sovereign technological cooperation.

ABOUT

The Civil Committee for the Resumption of the Brazilian Nuclear Program (CRPN) is a strategic initiative of organized civil society aimed at rebuilding, strengthening, and projecting the national nuclear program as a sovereign state policy. Based on the unwavering defense of technological sovereignty, multipolarity, and industrial-based scientific development, the CRPN affirms nuclear energy as an indispensable asset for energy security, meeting climate goals, and advancing medicine, industry, and national defense. Its horizon is the long term, its reference point is the national interest, and its actions are anchored in the articulation between technical-scientific knowledge, personnel training, and strategic application.

 

The CRPN (National Committee for Nuclear Research) is currently undergoing institutional and political development, structuring itself as an internal committee of the BRICS Tech Forum, embedded in a multipolar ecosystem of technological cooperation among the BRICS+ countries and the Global South. Within this framework, the Committee aims to act as a permanent body for the formulation, debate, advocacy, and proposal of public policies, bringing together experts, researchers, nuclear sector workers, legal professionals, and representatives of civil society. As an internal committee of the BRICS Tech Forum, the CRPN aims to operate as a strategic intelligence hub, integrating the Brazilian nuclear debate into the international dynamics of sovereign technological cooperation. Its objective is to contribute to the full resumption of the Brazilian Nuclear Program, from electricity generation to research reactors, from the fuel cycle to medical, industrial, and defense applications, linking Brazil to a new global architecture based on horizontal cooperation, real technology transfer, and the building of autonomous capabilities. The CRPN is therefore born as a political and technical instrument for asserting national sovereignty in the 21st century and as an organized expression of the conviction that there is no independent development without full mastery of nuclear technology.

WHO WE ARE

Matheus Pereira

General Coordinating Advisor

Matheus Pereira is a Chemical Engineer graduated from the Higher School of Engineering of Oswaldo Cruz University (ESE-FOC), a Chemical Technician with honors from the Oswaldo Cruz Technical School (ETOC), and a Russian Nuclear Education Ambassador (RNEA). He holds a postgraduate degree in Chemical, Biological and Radiological Defense from Saint Petersburg State University (SPbGU), the second best university in Russia. He has 7 years of experience in analytical chemistry and a solid technical-scientific background, working in the field of paradiplomacy and international relations. He was decorated by the Russian Ministry of Foreign Affairs in 2023 for his work in fostering historical and cultural rapprochement between Russia and Brazil, and is also a member of the Coordinating Council of Russian Compatriots in Brazil. He is proficient in Russian and, in his academic career, was accepted into the Philology course at SPbGU.

 

Matheus served as coordinator of the Brazilian delegation at the 2024 World Youth Festival in Sochi, bringing together more than 300 participants, and was the chief organizer of the 1st Global South Online Summit “Nuclear Horizon,” which had more than 500 registrants from across the Global South, in addition to moderating the event's lectures. He has worked on several international nuclear events, such as Obninsk Nuclear Education Week (2024 and 2025), Obninsk Tech Summer School (2025), and World Atomic Week (2025). In 2025, he received a technical specialization in Radiochemistry from Moscow State University (MGU) during the International Winter School on Radiochemistry.

Join our departments

The Civil Committee for the Resumption of the Brazilian Nuclear Program (CRPN) invites interested individuals to join its thematic departments and to contribute, on a voluntary basis, to the construction of a long-term strategic project guided by technological sovereignty, scientific development, and the national interest. It constitutes a space for qualified engagement, bringing together specialists, researchers, and representatives of civil society committed to strengthening the Brazilian nuclear program as a policy of State.
